The Subscriber Identity Module (SIM) card is the heart of a cell phone. It contains all of the information necessary for the cell phone to operate on a network. Some countries operate predominantly on pay-per-use SIM cards. A person owns a cell phone and buys a new SIM card when the time limit on the first SIM card runs out. In other countries, such as the United States, you buy a cell phone and keep the same SIM card until you cancel your service contract.
